Despite the conceptual and technical development of urban observatories in Iran, the weakness in formal institutional structures and the lack of coherent organizational, legal, and executive frameworks have challenged the efficiency and sustainability of these institutions. The present study aims to develop a formal institutional model supporting the urban observatory of municipalities, focusing on the municipality of Yazd. This study is applied-developmental in terms of purpose and mixed (qualitative-quantitative) in terms of methodology. In this article, stakeholder analysis methods have been carried out using power-benefit matrix analysis, descriptive statistics analysis, and nonparametric Friedman mean and Spearman correlation tests in the SPSS software environment. The results of the analyses show that the urban observatory can be implemented in the Yazd city municipality, and the most important findings from the analyses show that the development of an institutional model supporting the urban observatory consists of evaluation and reporting measures, sustainability and institutionalization, monitoring and supervision, data collection and management, security, rule of law, design and formulation, implementation and implementation of the program and stakeholders. The success and sustainability of the urban observatory requires formal institutional support, a transparent governance structure, an integrated data system, legal and security requirements, active participation of stakeholders, and continuous organizational learning. The proposed model can be used as an operational framework to promote data-based decision-making, transparency, accountability, and improvement of urban management in municipalities. <span lang="FA">تحولات پیچیدۀ شهرها و ضرورت تصمیم‌گیری مبتنی بر شواهد، نقش رصدخانه‌های شهری را به‌عنوان یکی از ابزارهای کلیدی حکمرانی شهری برجسته ساخته است. با وجود توسعۀ مفهومی و فنی رصدخانه‌های شهری در ایران، ضعف در ساختارهای نهادی رسمی و نبود چهارچوب‌های سازمانی، حقوقی و اجرایی منسجم، کارآمدی و پایداری این نهادها را با چالش مواجه کرده است. پژوهش حاضر، با هدف تدوین الگوی نهادی رسمی پشتیبان رصدخانۀ شهری شهرداری‌ها با تمرکز بر شهرداری شهر یزد انجام شده است. این پژوهش از نظر هدف، کاربردی‌‌ـ‌توسعه‌ای و از نظر روش‌شناسی، آمیخته (کیفی‌_‌کمی) است. در این مقاله، روش‌های تحلیل ذی‌نفعان با استفاده از تحلیل ماتریس قدرت‌ـ‌منفعت، تحلیل‌های آمار توصیفی، انجام آزمون‌های ناپارامتریک میانگین فریدمن و همبستگی اسپیرمن در محیط نرم‌افزار </span><span dir="LTR">SPSS</span><span lang="FA"> انجام شده است. نتایج تحلیل‌های انجام‌شده نشان می‌دهد که رصدخانۀ شهری در شهرداری شهر یزد قابل پیاده‌سازی است و مهم‌ترین یافته‌های برآمده از انجام تحلیل‌ها نشان می‌دهد تدوین الگوی نهادی پشتیبان رصدخانۀ شهری از سنجه‌های ارزیابی و گزارش‌دهی، پایداری و نهادینه‌سازی، پایش و نظارت، جمع‌آوری و مدیریت داده‌ها، امنیت، حاکمیت قانون، طراحی و تدوین، اجرا و پیاده‌سازی برنامه و ذی‌نفعان تشکیل شده است و موفقیت و پایداری رصدخانۀ شهری مستلزم برخورداری از پشتوانۀ نهادی رسمی، ساختار حکمرانی شفاف، نظام یکپارچۀ داده، الزامات قانونی و امنیتی، مشارکت فعال ذی‌نفعان و یادگیری سازمانی مستمر است. الگوی پیشنهادی می‌تواند به‌عنوان چهارچوبی عملیاتی برای ارتقای تصمیم‌سازی مبتنی بر داده، شفافیت، پاسخ‌گویی و بهبود مدیریت شهری در شهرداری‌ها استفاده شود. </span> https://jspr.jdisf.ac.ir/article_735190_6dabd3e682d0a1e25d05c85e3258e5d6.pdf
