Abstract
  One of the new areas in the study of planning development projects in Iran, are border areas. Although, from past to present, different aspects of issues related to these areas has been studied sporadically, the preparation can be seen in border areas with this topic, it's position in the national development plan has not been explained and the lack of a theoretical framework for scientific studies regarding preparation border is seen. Border regions themselves are a Factor in attracting tourists and have a great potential for tourism development; and in return
, tourism can   expand these borders to the level of globalization, so this complex activity requires planning, it is one of the suitable border for tourism in Iran is the multi-purpose port (Astara) which is conterminous with the border city of Astara in the Azerbaijani point of trade and tourism so because of this is important. Common culture and ethnicity in the border area can be a good potential for attracting tourists. The purpose of this article is to investigate the importance of tourism planning in developing multi-purpose port of Astara. The research method is based on the applied and purpose and descriptive-analytical nature, the data are from library sources meteorological data and interviews with elites and were analyzed through TCI and SWOT models .the finding of this study show that due to the potential border position of Astara  in northern Iran in the Caspian Basin, tourism development, particularly in the comfort of Tourism can be one of the important parts of these areas
