Culture-led Regeneration in Historical Context to Create a Network of Creative Tourism Routes (Case Study: Shahshahan Neighborhood in Isfahan)

Abstract The historical context of Isfahan in the Shahshahan neighborhood, in the vicinity of Isfahan Jame Mosque, has valuable historical elements that provide the possibility of culture-led regeneration in this area. Also, various religious and ritual cultural events, numerous handicraft workshops, and artists' presence in this field have given a unique structure to this context. However, the lack of a culture-led regeneration approach and physical approach to the restoration of historical buildings without taking into account the construction pattern of the entire structure and activity changes and the injection of new uses, the lack of consideration of the cultural and artistic values ​​of this area and the neglect of the requirements of the tourism industry have caused this. Historical context cannot attract tourists to the extent of its capabilities. Therefore, this research seeks to apply strategic studies to provide a network of interconnected tourism axes along historical elements and ritual and cultural poles in the Shahshahan neighborhood to transform it into a creative handicraft neighborhood as a target area for tourism development. This research is descriptive and exploratory based on the type of applied research, and in terms of method, it is among the qualitative research based on the research strategy. The research process was carried out to prepare the theoretical framework of creative tourism and culture-led regeneration. In the next stage, the studies related to the project "Redefining the Role of Tourism Target Neighborhoods in the Direction of Tourism Development" of the Shahshahan neighborhood were reviewed and based on the theoretical framework of research, analysis, and The goal achievement matrix was presented based on the regeneration components with creative tourism approach. Finally, the action plans were presented as a network map of creative tourism routes and a list of proposed projects in restoration, functional, urban space, and beautification projects. The results show that this neighborhood, with its many historical elements and buildings with architectural value, the activities of handicraft workshops and artists, and a variety of religious and ritual activities, has unique capabilities to become a creative neighborhood of handicrafts and a tourist destination of the historical context of Isfahan city. As Isfahan is a part of the network of creative cities in the field of handicrafts, the design of the network of tourism routes is an excellent opportunity to create a suitable space for presenting capacities, abilities, workshops, and handicraft works as creative industries in the order of experience-oriented touristic routes with a particular theme in this area.

Presenting the Analytical Framework of Institutional Challenges of Urban Strategic Plans (Case Study: Isfahan Strategic Plan 1405)

Abstract Strategic planning, a critique of comprehensive planning, was introduced into urban planning literature. It brought in elements like cyclicity, feedback, flexibility, partnership, and context sensitivity. However, the comprehensive planning model, which still dominates the strategic approach in Iran, was not significantly challenged. Institutional challenges are identified as a key factor hindering the implementation of strategic planning. This study, focusing on the strategic plan of Isfahan 1405, aims to develop a comprehensive conceptual framework to address the requirements and challenges within the management structure of Isfahan municipality. A qualitative analysis of the Isfahan 1405 strategic plan text was conducted based on the derived criteria from the framework. The findings reveal significant issues such as consideration of temporal and cultural contexts, as well as the lack of institutionalization of strategic plans in official documents, laws, and organizational bodies within the 1405 plan. vis-a-vis, the plan fails to address important structural aspects, such as the involvement of non-governmental organizations and the establishment of lateral and hierarchical networks.

The challenges of Isfahan Travel Services Coordination Headquarters to become a Tourism Destination Management Organization (DMO)

Abstract Cultural and historical potentials allow Isfahan to change its development path from Industry to tourism to become a destination. However, tourism development requires an agreed and joint program that creates convergence among the tourism stakeholders. So, each sector's actions align with the realization of the goals of all industries. As one of Iran's most important tourist destinations, Isfahan needs a destination management organization (DMO). In this regard, Isfahan Travel Services Coordination Headquarters (ITSCH) is one of the institutions that can take on this responsibility. This headquarters, by the trans-sectoral nature of tourism, can establish the partnership framework of almost all stakeholders and, with a function similar to a destination management organization, manage the tourism of Isfahan by considering the cultural, economic, and environmental requirements. In this regard, this research has been done by applying the qualitative method. The population of this research was the members of ITSCH, and they were selected using a purposeful sampling method. The collected data were analyzed through the thematic analysis technique. This research shows that a populist approach to tourism, unstructured group activity, ignoring the documentation and evaluation of processes, and advertisements with limited effectiveness are some obstacles that impede the promotion of ITSCH to destination management organizations.

Evaluation of the Sustainability of the Historical Context based on the Smart City approach (Case Study: Sonbolestan neighborhood)

Abstract Population growth in urban areas, especially in areas with organic structures, has led to problems such as traffic caused by narrow passages and difficulties related to intervention in its structures. Many of these problems are solved through planning at the neighborhood level. One of the approaches proposed in the last few decades to solve urban problems is the smart city approach, which affects the urban system. Therefore, the current research aims to evaluate the sustainability of the historical context based on the smart city approach. In terms of methodology, based on the nature of the goal, it is of an applied type, and based on the nature of the method, it is of a descriptive-case and analytical-prescriptive type. We have used library, document, and field methods and questionnaires to collect information. We used confirmatory factor analysis in SPSS software and quantitative strategic planning matrix QSPM for data analysis. The research results also show that, finally, after analyzing and discussing the characteristics, the Sanbulistan neighborhood has the potential and necessary infrastructure to become a neighborhood that conforms to the indicators of a smart city. Among the essential solutions proposed in this field are the revival and economic productivity and the promotion of intelligent business through encouraging entrepreneurship and the development of startups, as well as the expansion of neighborhood online businesses related to the services needed by residents, the development of the intelligent bicycle plan and the provision of superior facilities to bike paths

Comparison of Building Energy Audit Program in Iranian Residential Buildings With International Examples

Abstract The construction industry has a significant contribution to energy consumption. Therefore, developed countries in this field have offered a strategic energy plan by voluntarily applying energy certificates approved by the Green Buildings Council. Since 2000, Iran has presented its energy audit program by voluntarily applying the building energy label. Unfortunately, this energy certificate has not been able to significantly contribute to maintaining energy in this industry. Therefore, the present study used a qualitative descriptive-analytical method to compare existing standards between the energy strategic plan of the Green Buildings Council and Iran's energy audit program. The three factors of saving based on human design, saving for all resources, and biogeochemical cycle were compared as the goals of both programs, and the reasons for the differences around them were analyzed. The results of these analyses showed shortcomings in the standardization of savings based on all resources and biogeochemical cycles in Iran's energy label certificate compared to the certificate approved by the Green Buildings Council. In such a way that in the rating of Iran's energy label, user education and saving of water resources and solutions for using alternative sources of energy such as geothermal energy and sun and wind and biogas fuel and the return of construction materials and materials to the material biogeochemical cycle are not considered, as well as supporting support. There has been no incentive such as tax exemptions in these sectors.

Evaluation of Social Capital in urban squares (Case Study: Sabzeh Meidan in Isfahan)

Abstract In recent years, social capital has become one of the most popular concepts in the field of social theories. Today, the role of social capital is much more important than physical and human capital in organizations and societies. Without social capital, it becomes difficult to follow development paths. Considering the importance of this issue and the contradictory reports of the social capital situation in Sabzeh Maidan neighborhood of Isfahan city, the present research was conducted with the aim of measuring the level of social capital in this neighborhood. The sample size in this research is 285 residents of Sabze Meidan of Isfahan city, who were selected by simple random sampling. The research method was descriptive and analytical, and the data collection tool was a researcher-made questionnaire. Data analysis was done using SPSS software. The findings of this research indicate that the level of social capital in the studied area is not in a desirable condition. Among the components of trust, cohesion, and participation, the component of participation was assessed to be in a relatively desirable condition.
