چکیده

شهرها با مشکلات متعددی از جمله مشکلات زیست‌محیطی مانند آلودگی محیط زیست؛ زیرساخت‌های فرسوده و مشکلات اجتماعی (فقر، جنایت و خشونت) روبرو هستند که نتیجه تراکم و ازدیاد جمعیت شهری است. از این رو چالش اصلی مدیران شهری این است که شهرها را برای شهروندان قابل زندگی و برای سرمایه‌گذاران از لحاظ اقتصادی جذاب کنند. از این رو ایجاد تعادل بین توسعه اجتماعی و اقتصادی به‌منظور جذب سرمایه‌گذاران، ایجاد نیروی کار مناسب و شغل و ارتقا کیفیت زندگی (زیرساخت‌ها، مسکن، خدمات و غیره) در رأس امور قرار می‌گیرد. از طرف دیگر در ارتباط با ابعاد معنوی و اخلاقی در شهر، نظریه اخلاق جهانی مطرح شده است. هرچند مفهوم اخلاق جهانی به‌طور عام مطرح است اما در پژوهش‌های شهری بیشتر به نقش معنویت و اخلاق در معماری، طراحی شهری و محیط‌های ساخته شده، پرداخته شده است و نقش این مفهوم در مدیریت شهری مغفول مانده است. هدف این پژوهش یافتن چالش‌های مدیریت شهری در جهان است. روش پژوهش از نظر هدف کاربردی است. روش تجزیه تحلیل در این پژوهش کیفی با رویکرد توصیفی- تحلیلی است و از روش مروری ساده استفاده شده است. در این راستا در ابتدا ادبیات تحقیق در راستای استخراج تعاریف و ابعاد مدیریت شهری و چالش‌های آن، با روش تحلیل محتوای کیفی قیاسی بررسی شده و از طریق روش کدگذاری باز، محوری و موضوعی تقلیل یافته و دسته‌بندی شده است. این دسته‌ها شامل تعاریف مدیریت شهری، ابعاد، رویکردها و چالش‌های آن است. در این باب 12 مقاله Q1 انگلیسی، 16 کتاب انگلیسی از انتشارات معتبر، 5 کتاب فارسی، یک مقاله و دو طرح پژوهشی ایرانی مطالعه شده و پس از انجام تحلیل و استخراج چالش‌های مربوط به مدیریت‌شهری تحت عنوان یک جدول در نهایت ارائه گردیده است که نشان می‌دهد از اصلی‌ترین چالش مدیریت‌شهری مشکلات ناشی از افزایش جمعیت و شهرنشینی، عدم وجود حکمروایی و عدم به‌کارگیری مشارکت اجتماعی در فرآیند مدیریت شهری است و در پژوهش‌ها به ابعاد اخلاق جهانی و بستر آن در کیفیت مدیریت شهری و حکمروایی کمتر توجه شده است.

Abstract
Cities face a number of problems, including environmental problems including environmental pollution; worn-out infrastructure, and social problems (poverty, crime, and violence) that result from overcrowding. hence, the main challenge for city managers is to make cities attractive to livable citizens and economically attractive to investors. Therefore, creating a balance between social and economic development in order to attract investors, create a suitable workforce and jobs and improve the quality of life (infrastructure, housing, services, etc.) is at the forefront. On the other hand, in connection with the spiritual and moral dimensions in the city, the theory of universal ethics has been proposed. Although the concept of global ethics is generally discussed, but in urban research, the role of spirituality and ethics in architecture, urban design and built environments has been paid more attention, and the role of this concept in urban management has been neglected. The purpose of this study is to find the challenges of urban management in the world. In this chapter, 12 English q1 articles, 16 English books from reputable publications, 5 Persian books, an article and two Iranian research projects have been studied and after analyzing and extracting related challenges Finally, a table is presented to the urban management, which shows that one of the main challenges of urban management is the problems caused by population growth and urbanization, lack of governance and the use of social participation in the urban management process. Global and its context in the quality of urban management and governance has received less attention.
